A Lehigh County Assistance Office supervisor is facing serious felony charges after authorities accused her of systematically stealing government-funded food benefits intended for low-income families and trading a portion of the stolen cards in exchange for crack cocaine.
According to the Lehigh County District Attorney’s Office, 46-year-old Sheila McDonald allegedly misappropriated more than $20,000 in Supplemental Nutrition Assistance Program (SNAP) benefits. Prosecutors state that McDonald swapped the Electronic Benefit Transfer (EBT) cards for drugs and cash, or used them directly at various area stores over a prolonged period.
The disturbing case of alleged public corruption and betrayal of trust came to light following an internal discrepancy and a subsequent multi-agency investigation. McDonald originally began her employment at the Lehigh County Assistance Office in January 2024. Shortly after joining the agency, she was assigned to a pivotal role as the facility’s designated "EBT Coordinator." In this capacity, McDonald was entrusted with the responsibility of securing, managing, and overseeing the distribution of the EBT cards that the office routinely created and mailed out to eligible residents in need.
This specialized position granted McDonald privileged administrative access to sensitive, confidential personal information belonging to SNAP recipients. Among the data she could view were sensitive identifiers such as dates of birth and complete Social Security numbers—credentials that are vital for ensuring that public assistance reaches the correct vulnerable individuals safely and securely.
The fraudulent scheme began to unravel in November 2025. During that month, the Lehigh County Assistance Office flagged an alarming anomaly and promptly alerted Pennsylvania’s Office of State Inspector General. An inquiry was triggered after a local recipient reported that a newly issued EBT card mailed directly to their home had never arrived. Despite the intended recipient never possessing or seeing the physical card, system records revealed that four unauthorized transactions had already been executed using the account.
Investigators from the District Attorney’s Office launched a comprehensive probe into the missing benefit allotment, quickly focusing their attention on internal systems and administrative access logs. Prosecutors allege that McDonald utilized her position and system privileges to obtain the victim’s date of birth and the last four digits of their Social Security number, which she then used to bypass security protocols and officially activate the unreceived card.
Law enforcement officials quickly gathered physical and digital evidence to corroborate the unfolding allegations. Surveillance footage obtained from area businesses allegedly captured McDonald utilizing the compromised card herself. According to court documents, video evidence showed her withdrawing $20 in cash from an ATM using the stolen benefits, as well as making unauthorized consumer purchases at both a local convenience store and a regional grocery store.
Further digital forensics expanded the scope of the investigation. Investigators alleged that the targeted EBT card was activated through a specific cell phone number directly linked to McDonald. When authorities cross-referenced this phone number with other administrative records and system queries, they discovered that the exact same device had been repeatedly utilized to activate or check the remaining financial balances of numerous other EBT cards distributed by the office.
The investigation took an even darker turn as detectives interviewed associates connected to the case. A male witness came forward and told investigators that McDonald frequently distributed EBT cards, along with their corresponding Personal Identification Numbers (PINs), directly to him instead of using cash. According to the witness’s statements to law enforcement, these government-subsidized welfare cards were handed over as direct payment in exchange for quantities of crack cocaine.
As the scope of the forensic audit widened, prosecutors uncovered a massive web of systematic theft. Authorities formally accuse McDonald of unlawfully activating a staggering 48 separate EBT cards. Investigators state that these compromised cards were subsequently used in more than 270 individual transactions, resulting in a total financial loss of $20,558.61 meant to sustain impoverished families facing food insecurity.
As a result of the ongoing criminal investigation, McDonald has been charged with a series of severe felony offenses. The charges filed against her include theft by unlawful taking, theft by deception, access device fraud, criminal conspiracy, and receiving stolen property. Following the filing of these charges, McDonald was taken into custody by law enforcement authorities, though she awaited formal arraignment as the legal proceedings moved forward.
In response to the alarming breach of protocol and public trust, administrative measures were swiftly enacted by state oversight bodies. The Pennsylvania Department of Human Services immediately moved to suspend McDonald from her employment, permanently cutting off her credentials and revoking her access to all agency databases and operational systems. Additionally, the department initiated corrective measures for the victims impacted by the internal theft, issuing replacement EBT cards to ensure that the affected low-income households ultimately received the food assistance they were entitled to under the law.
