The U.S. Department of Energy’s Office of Energy Dominance Financing announced a conditional loan commitment of up to $5 billion to finance a sweeping wave of nuclear uprates and modernization efforts across Constellation Energy’s expansive nuclear fleet. Spanning facilities in Illinois, Maryland, and Pennsylvania, the modernization initiative is designed to add nearly 1.1 gigawatts of carbon-free electricity to the nation’s power grid. This substantial capacity increase aims to strengthen regional transmission reliability and lower electricity costs for millions of American households and businesses operating within the PJM Interconnection and Midcontinent Independent System Operator regions.

This multi-billion-dollar financial backing directly advances President Trump’s Executive Order titled Reinvigorating the Nuclear Industrial Base, a directive that tasks the Department of Energy with facilitating a total of 5 gigawatts of power uprates from existing commercial nuclear reactors nationwide. To operationalize this directive, the Energy Department launched the Utility Power Reactor Incremental Scaling Effort in March 2026. Designed under the framework of the executive order, UPRISE serves as an administrative and financial catalyst to accelerate the expansion of the nation’s domestic nuclear capacity by squeezing maximum generation efficiency out of currently operating reactors. With the announcement of this latest financing milestone, federal officials report that approximately 95 percent of President Trump’s ambitious 5-gigawatt uprate and restart goal has now been officially identified and set into motion.

U.S. Secretary of Energy Chris Wright emphasized the broader strategic implications of the federal investment during the announcement. The Energy Department is actively accelerating President Trump’s American nuclear renaissance and unlocking the full operational potential of our nation’s existing nuclear fleet, Secretary Wright noted. He added that power uprates maximizing generation from current facilities represent yet another prime example of the commonsense energy addition policies embraced by the administration to secure affordable, reliable, and secure energy supplies for American families and commercial enterprises.

The planned technical enhancements and modernizations will inject enough new electricity into the grid to power more than 930,000 average American homes. Beyond bolstering supply, the projects are expected to drive down retail electricity costs and reinforce grid resilience across Illinois, Maryland, Pennsylvania, and the broader footprints managed by PJM and MISO. Furthermore, the capital infusion will create significant economic ripple effects, supporting more than 10,000 project-related jobs across Constellation Energy’s operational footprint while securing a steady stream of dependable base-load power.

Energy Dominance Financing Director Gregory A. Beard underscored the alignment of the loan with overarching federal energy goals. EDF is successfully delivering on President Trump and Secretary Wright’s shared commitment to unleash American nuclear power by strategically financing projects that modernize and expand our existing nuclear plants, Beard stated. He emphasized that these infrastructure investments will inject vital baseload power into the grid, reduce consumer electricity bills, reinforce national energy security, and establish a foundation for long-term economic prosperity across the United States.

The sweeping modernizations will touch a significant portion of Constellation Energy’s nuclear portfolio, targeting major generating stations including Braidwood, Byron, Clinton, Dresden, LaSalle, and Quad Cities in Illinois; Calvert Cliffs in Maryland; and Limerick in Pennsylvania. By upgrading turbines, improving cooling systems, and implementing advanced digital controls, these projects will extract more electricity from existing nuclear assets, maximizing the value of America’s established energy infrastructure while helping meet surging electricity demand driven by industrial growth, data centers, and general electrification.

Significantly, the conditional loan commitment structured by the Office of Energy Dominance Financing also incorporates a flexible option to finance future uprate initiatives at additional Constellation facilities as opportunities for further capacity expansion are identified.

While this conditional commitment marks a critical milestone and demonstrates the Department of Energy’s clear intent to provide the necessary capital, federal officials noted that the arrangement remains subject to standard closing procedures. Before the Energy Department enters into definitive financing agreements and disburses any funds, Constellation Energy must successfully satisfy a comprehensive series of technical, legal, environmental, and financial conditions to ensure responsible stewardship of taxpayer-backed resources and project viability.
