Bank Negara Malaysia and the Bank of Thailand have officially joined Singapore’s BLOOM initiative as policymaker members, marking a significant step forward in regional collaboration for digital money and cross-border payments.

The announcement, made on Friday, expands the governance and strategic scope of BLOOM—an acronym for Borderless, Liquid, Open, Online, Multi-currency. Launched originally by the Monetary Authority of Singapore (MAS) in October 2025, BLOOM functions as a public-private collaborative initiative designed to help financial institutions coordinate the cross-border use of stablecoins and tokenized deposits.

By bringing central banks from neighboring Southeast Asian economies into the fold, the initiative strengthens its regional foundation. According to the Monetary Authority of Singapore, BLOOM aims to drastically cut operational costs for financial institutions and help them bring innovative digital financial services to market faster. Traditional cross-border payments often require institutions to establish complex, bilateral arrangements with each individual counterparty or foreign market. BLOOM seeks to alleviate this friction by creating a more standardized, interoperable ecosystem for digital assets.

The roots of the BLOOM initiative trace back to Project Orchid, a multi-year exploratory framework launched by MAS in 2021 to investigate the potential use cases and technological infrastructure required for a digital Singapore dollar. Building upon the foundational insights gathered through Project Orchid, BLOOM broadens the aperture to encompass a wide spectrum of advanced financial applications. These include corporate cash management, institutional trade finance, and automated payments executed by artificial intelligence agents operating within predefined, secure limits.

The initiative has attracted a robust roster of heavy-hitting participants from both the traditional financial sector and the digital asset industry. Current participants collaborating within the BLOOM framework include major global players such as Airwallex, Mastercard, Ripple, Visa, and the World Bank Group. The addition of Bank Negara Malaysia and the Bank of Thailand as policymaker members introduces crucial regulatory alignment from key Southeast Asian central banks, ensuring that upcoming frameworks remain compliant with regional monetary policies and cross-border regulatory standards.

The integration of central bank backing aligns closely with broader domestic policy developments within the region. Bank Negara Malaysia separately announced in February that three distinct initiatives are currently underway to test ringgit-backed stablecoins and tokenized deposits throughout 2026. These trials are intended to evaluate the viability of digital fiat representations for both domestic and cross-border wholesale payment operations, providing a testing ground that complements the broader objectives pursued by the BLOOM initiative.

As regulatory bodies and private sector giants continue to converge around tokenized liquidity and stablecoin infrastructure, projects like BLOOM represent a coordinated effort to modernize legacy settlement systems. With Malaysia and Thailand now participating alongside Singapore and an array of international financial institutions, the initiative is poised to shape the future architecture of cross-border commerce and digital asset settlement across Southeast Asia and beyond.
