Zcash Community Grants Faces Intense Backlash Over $124 Million Treasury Overhaul Proposal

The governance structure and treasury management of privacy-focused cryptocurrency Zcash have been thrust into the spotlight following a controversial new proposal by Zcash Community Grants (ZCG). The committee has proposed redirecting approximately $46 million worth of Zcash tokens from its existing treasury toward future block rewards. However, the move has drawn swift and sharp criticism from prominent industry figures, who have seized the moment to demand greater accountability and structural reform regarding how community funds are handled and overseen.

On Thursday, ZCG formally put forward a proposal detailing a plan to transfer 36,200 ZEC—drawn from its current treasury of roughly 91,500 ZEC—directly into the Network Sustainability Mechanism (NSM). The NSM is designed to reserve coins for future mining rewards, thereby incentivizing the network’s security and ongoing validation processes. If the proposal ultimately gains approval from the broader Zcash community, the grant committee would retain a reduced treasury of about 55,200 ZEC, valued at approximately $70 million at the time of writing.

Beyond the immediate treasury transfer, the group’s sweeping proposal also includes provisions forgoing about 62,000 ZEC, which equates to roughly $78.5 million in future automatic allocations. Furthermore, the committee outlined plans to taper its remaining funding streams until the projected 2032 halving event. Combined, these sweeping changes would effectively redirect a staggering 98,000 ZEC—representing an estimated $124 million based on current market valuations—toward future block rewards and network sustainability initiatives.

Under the prevailing governance arrangement, ZCG’s automatic funding allocation is currently scheduled to sunset in 2028. The newly introduced alternative framework proposed by the committee would alter this timeline by extending a reduced scale of funding for an additional four years beyond the original expiration date.

In its announcement, ZCG emphasized that the published plan remains preliminary in nature. The committee noted that a full, formal proposal would be submitted in due course to allow for comprehensive community consideration and debate before any final decisions are made regarding the fate of the funds.

Despite the committee’s stated intent to consult the broader ecosystem, the reaction from prominent industry leaders was immediate and fiercely critical. Mert Mumtaz, co-founder and chief executive officer of blockchain infrastructure firm Helius, took to social media to voice his strong disapproval. Mumtaz characterized the proposal as "nowhere near good enough," arguing that the committee’s treasury remains far too large and contending that all future funding decisions must be subjected to direct accountability from actual ZEC token holders.

The debate quickly escalated when Tyler Winklevoss, co-founder of major cryptocurrency exchange Gemini, weighed in on the controversy. Winklevoss publicly questioned the professionalism and accountability of the committee following comments from Mumtaz, who pointed out that a member of the ZCG committee had reacted to the criticism by unfollowing him on the social media platform X. Winklevoss argued that such petty behavior and an apparent aversion to transparent public discourse rendered individuals fundamentally unqualified to oversee a treasury worth more than $110 million.

This intense scrutiny arrives on the heels of a separate, highly debated proposal advanced earlier by Zcash co-founder Sean Bowe. Bowe had previously put forward a plan aimed at ending ZCG’s automatic 8% share of newly issued ZEC entirely, advocating instead for those funds to be redirected straight to the NSM while leaving the existing accumulated treasury untouched. The convergence of these competing visions highlights a growing, broader community debate over the long-term sustainability, funding mechanisms, and governance models underpinning the Zcash ecosystem.

The discussions around treasury management also unfold alongside significant institutional developments for the privacy coin. Notably, the recent controversy coincides with filings for a Winklevoss-backed Zcash exchange-traded fund submitted to the United States Securities and Exchange Commission for a potential listing on Nasdaq, adding a layer of heightened market attention to how the network governs its resources and steers its future development.
