WASHINGTON — In a move aimed at addressing regional supply chain disruptions and curbing winter energy expenses, the U.S. Department of Energy announced a formal Request for Proposal for an exchange of up to 315,000 barrels of ultra-low sulfur distillate, commonly known as home heating oil, from the Northeast Home Heating Oil Reserve.
The newly announced solicitation is specifically structured to mitigate the logistics and supply chain challenges that have recently disrupted the steady flow of fuel oil to consumers across the northeastern United States. According to federal officials, this strategic initiative underscores the Trump Administration’s broader commitment to ensuring reliable domestic energy access while actively working to lower costs for hardworking American families as colder weather approaches.
Under the specific terms governing the exchange, participating borrowing companies will be required to return the exact same volume of fuel oil at a later date, augmented by an additional premium volume. This repayment mechanism ensures that the Northeast Home Heating Oil Reserve remains fully intact and properly refilled well ahead of the 2027–2028 heating season, safeguarding emergency supplies for future years.
U.S. Secretary of Energy Chris Wright emphasized the administration’s proactive stance on affordability and regional energy security following coordinated discussions with lawmakers representing the affected states.
"The Trump Administration is committed to doing everything in our power to lower energy costs for the American people," said U.S. Secretary of Energy Chris Wright. "After receiving Senators Collins’ and King’s letter and extensive discussions with Senator Collins, I have directed the Department to exchange barrels from our Northeast Home Heating Oil Reserve to mitigate heightened home heating oil costs during the upcoming winter. Of course, this is a temporary measure to solve a temporary supply disruption. I encourage the governors of New York and New England to work with the Trump Administration to build the Constitution Pipeline and replace home heating oil with low-cost natural gas. Doing so would save their residents billions of dollars in home heating and electricity costs."
The Department of Energy will execute the exchange by releasing ultra-low sulfur distillate from established storage sites located strategically across the region, specifically in South Portland, Maine; Boston, Massachusetts; and New Haven, Connecticut. Federal logistics planners have scheduled all associated fuel transfers and physical deliveries to be fully completed by November 13, 2026, ensuring that the product reaches the marketplace promptly as winter demand begins to rise.
To facilitate broad market participation and ensure competitive pricing, the solicitation establishes clear operational parameters for interested entities. The minimum offer quantity permitted under the request is set at 25,000 barrels, while individual offers cannot exceed 30,000 barrels. Furthermore, to maintain balanced distribution and prevent localized depletion, the total volume available for withdrawal from any single storage site shall not exceed 150,000 barrels. Officials noted that potential offerors are permitted to submit multiple offers, creating a flexible and competitive bidding framework in which both independent fuel retailers and large terminal holders can actively participate. This inclusive approach is designed to ensure that the vital petroleum product flows directly and efficiently into areas facing the most severe fuel shortages.
Organizations and energy companies interested in participating in the competitive solicitation must submit their formal bids no later than 11:00 A.M. Central Time on Tuesday, October 27, 2026.
