Cryptocurrency exchange Binance is preparing to launch the second phase of its cryptocurrency withdrawals on Tuesday as on-chain data indicates that withdrawal volumes have begun to stabilize in the wake of last week’s staggering $6.3 billion security breach.

According to the latest recovery notice shared by the platform, withdrawals for an expanded roster of digital assets are scheduled to resume progressively starting from 04:00 UTC on Tuesday. This upcoming rollout follows the initial reopening phase that took place on November 1, marking another critical milestone in the exchange’s ongoing efforts to restore normal operations following one of the largest security incidents in the history of the digital asset industry.

Just as it did during the initial deployment, Binance emphasized that the reopening process will be executed incrementally across various tokens and networks as rigorous security protocols and system readiness checks are successfully completed. The exchange noted that its prioritization schedule for token reintegration has been directly informed by user demand metrics observed over the course of the past week. Meanwhile, platform deposits have remained fully available to users throughout the recovery process.

The upcoming second phase of withdrawals will encompass a broad array of major blockchain networks. According to official announcements from Binance, the networks included in this wave are Binance Smart Chain, Ethereum, Solana, XRP Ledger, Sui, Arbitrum, Optimism, Tron, and Base. This extensive coverage is expected to alleviate pressure from a significant portion of the platform’s user base who have been eagerly awaiting access to their funds across these prominent ecosystems.

The expansion of digital asset recovery follows a parallel move on Monday, when Binance officially reopened withdrawal channels for several major fiat currencies. This addition included the US dollar, the United Arab Emirates dirham, the Vietnamese dong, the Philippine peso, and the Indonesian rupiah. These fiat channels now complement a pre-existing list of 23 other fiat currencies that had already been made available for withdrawal as part of the exchange’s phased recovery strategy.

Binance begins second withdrawal phase, exchange outflows slow

Binance Exchange Outflows Slow Down

Data compiled by analytics platform DefiLlama reveals a noticeable deceleration in capital outflows from the cryptocurrency exchange since Sunday, suggesting that initial panic and reactionary withdrawals among users are beginning to subside. Net outflows recorded on Monday stood at $2.57 billion, marking a substantial decrease compared to the $6.1 billion in net outflows registered the day prior.

This stabilization in withdrawal volumes comes in the wake of intense market activity that immediately followed the platform’s initial reopening of withdrawal services. As users rushed to move their capital off the platform in the hours after the record-breaking hack, cumulative net outflows surged dramatically, highlighting the acute operational and reputational challenges facing the exchange. The recent moderation in outflow figures suggests that market confidence is cautiously beginning to steady as Binance continues to methodically restore full functionality.

Alongside its technical recovery efforts, Binance issued a stern security advisory on Monday warning its user base about potential exploitation by malicious actors seeking to capitalize on the phased reopening. The exchange cautioned that scammers are actively impersonating platform representatives to target users anxious to regain access to their portfolios.

According to the security reminder, fraudulent actors have been attempting various social engineering tactics, including offering accelerated withdrawal times, selling priority processing services, promising assistance with compensation claims, or directing unsuspecting users to transfer their funds into purported secure accounts known as a "Binance vault."

Binance forcefully reiterated to its community that any individual or entity claiming the ability to expedite withdrawal processes in exchange for a fee is engaging in fraudulent activity. The exchange urged users to exercise extreme vigilance, rely solely on official communication channels for updates regarding the phased recovery, and avoid interacting with third-party offers that claim to provide preferential treatment or special access to funds during this sensitive period.
