Spearheaded by the Constitution Pipeline Company, LLC, the proposed infrastructure project is designed to transport abundant natural gas directly to markets across New York and New England. For years, these regions have grappled with limited access to low-cost and reliable heating and electricity fuels, often resulting in severe price spikes during the winter months and heightened risks of grid instability. By utilizing the emergency authorities granted under the Defense Production Act, the Department of Energy is stepping in to bolster the long-term security of the nation’s core energy systems, protect the defense industrial base, and provide substantial economic relief by dramatically lowering electricity and home heating bills for millions of families and businesses throughout the region.
U.S. Secretary of Energy Chris Wright emphasized the critical need for expanded pipeline capacity, pointing to the stark contrast between domestic energy abundance and regional distribution bottlenecks.
“Despite America having an abundant supply of low-cost natural gas, tens of millions of Americans have limited access to this reliable energy source due to a lack of pipeline infrastructure,” said U.S. Secretary of Energy Chris Wright. “President Trump promised to lower energy costs and reverse the energy emergency he inherited that was caused by 17 years of energy subtraction policies. That is why he promised to build the Constitution Pipeline—a project that will transform the lives and economic opportunities for Americans across New York and New England. It will also reduce the risk of blackouts during periods of peak electricity demand and make our nation more secure.”
The decision to fund the pre-construction phase of the pipeline marks a decisive pivot in federal energy policy, directly addressing what current administration officials describe as years of self-imposed regional scarcity. Interior Secretary and National Energy Dominance Council Chairman Doug Burgum echoed these sentiments, highlighting the broader economic consequences of past regulatory hurdles that have historically stymied fossil fuel infrastructure development in heavily populated eastern states.
“For too long, families and businesses in New York and other blue states have paid the price for anti-energy policies that kneecap production, block critical infrastructure and drive up costs,” said Secretary of the Interior and Chairman of the National Energy Dominance Council Doug Burgum. “President Trump is reversing that failed approach, choosing abundance over government-imposed scarcity. This historic investment in New York will help deliver the reliable, secure energy Americans deserve while saving families across the Northeast billions of dollars.”
The newly announced federal investment directly supports President Trump’s overarching administrative commitment to ensuring that consumers across the United States have continuous access to affordable, dependable, and secure energy resources. At the same time, the administration is prioritizing the reinforcement of infrastructure deemed vital to national defense and economic continuity. This initiative is backed by specific federal appropriations; thanks to the Working Families Tax Cut, $1 billion in federal funding has been officially appropriated for energy-related projects that have been formally designated as critical to national security.
This funding stream is anchored by Presidential Determination No. 2026-12, a formal executive action that explicitly identifies natural gas transmission lines, processing facilities, storage installations, and liquefied natural gas capacity as essential components of national defense. By classifying these elements under the umbrella of national security, the federal government can utilize emergency statutory authorities to cut through bureaucratic red tape and expedite essential energy projects that might otherwise languish in prolonged regulatory disputes.
The newly committed Defense Production Act funding will be directed toward a series of essential, foundational activities required to move the pipeline project forward from the planning stages into active development. Specifically, the capital will support eligible pre-construction and permitting operations. Once these initial regulatory hurdles and administrative milestones are successfully completed, the funding will also facilitate the subsequent deployment of complementary natural gas infrastructure designed to integrate the pipeline seamlessly into existing regional distribution networks.
To achieve these milestones, the allocated capital may be utilized for a broad range of preparatory tasks. These include comprehensive environmental reviews and detailed impact assessments necessary to comply with federal and state statutes, complex engineering studies, rigorous site-preparation work, and various other administrative and logistical expenses directly associated with securing the full suite of required regulatory approvals from federal, state, and local agencies.
