WASHINGTON—In a major push to bolster national security, secure critical energy infrastructure, and meet surging power demands, the U.S. Department of Energy (DOE) announced its intent to deploy Defense Production Act (DPA) funding to accelerate the expansion of transmission capacity across Virginia and West Virginia. The strategic initiative is designed to strengthen grid reliability, reduce congestion, and support the unique energy requirements of military operations, government installations, and defense-related industries throughout the mid-Atlantic region.
At the center of this initiative is Virginia Energy’s Grid Enhancing Technologies for Virginia & West Virginia Large Load Growth project, which is slated to receive up to $50 million in federal DPA funding. The substantial investment will be directed toward deploying advanced transmission technologies directly onto existing power lines, significantly increasing electricity delivery capacity without the lengthy delays typically associated with building entirely new greenfield transmission corridors. By upgrading current pathways, the project aims to unlock vital electricity supplies and support growing residential, commercial, and industrial energy demand across the entire region.
The proposed initiative will leverage cutting-edge technical solutions, specifically focusing on advanced reconductoring and Dynamic Line Rating (DLR) technologies along existing transmission rights-of-way. Through these innovative deployments, the project is projected to add an estimated 290 megawatts of additional transmission capacity across Appalachian Power’s Virginia system. Crucially, industry experts note that utilizing advanced reconductoring and dynamic ratings can achieve these substantial capacity gains one to four years faster than conventional transmission upgrades, offering a rapid and cost-effective solution to pressing grid constraints.
Beyond simply expanding capacity, these technical improvements are expected to make the regional power grid significantly more reliable and resilient against unexpected shocks. By optimizing electricity flows and easing bottlenecks, the upgrades will help lower electricity costs for consumers and businesses alike. More importantly, they will ensure that local communities, critical commercial operations, military installations, and vital government and defense-related industries across the region maintain access to dependable, uninterrupted power, particularly during periods of peak seasonal demand or unforeseen power disruptions.
The funding deployment is made possible thanks to President Trump and the passage of the Working Families Tax Cut, which successfully appropriated $1 billion in federal funding specifically dedicated to energy-related projects deemed critical to national security and economic stability. This legislative backing paved the way for Presidential Determination No. 2026-10, a foundational executive action that formally identifies transmission lines and conductors, high-voltage substations, and essential power-control and protection equipment as vital assets essential to national defense.
"President Trump is committed to doing everything possible to strengthen American energy security and lower costs for the American people," said U.S. Secretary of Energy Chris Wright, highlighting the broader economic and strategic goals of the administration’s energy agenda. "By deploying Defense Production Act funding to secure and expand electricity access in Virginia and West Virginia, the Trump Administration is strengthening the nation’s energy security for decades to come."
The administration’s focus on innovative grid solutions reflects a growing recognition that modernizing the nation’s power system requires maximizing the efficiency of existing assets alongside physical expansion. Federal energy officials emphasize that smart deployment of advanced software and materials can radically transform how electricity moves across the country.
"A stronger electric grid doesn’t always mean building more power lines. Sometimes it means making better use of the ones we already have," said Office of Electricity Assistant Secretary Katie Jereza. "This investment will help unlock more power, strengthen reliability, and ensure our grid can meet the growing demands of American families, businesses, and national defense."
The ambitious regional project will be led by Virginia Energy in close coordination with a consortium of key utility providers and regional partners, including Appalachian Power, Potomac Edison, and other stakeholders. Structured as a 48-month demonstration project, the initiative will showcase how the integration of advanced conductors and real-time transmission monitoring technologies can successfully expand system capacity while relying primarily on pre-existing physical infrastructure.
Furthermore, the initiative directly reflects the Trump Administration’s core focus on delivering critical energy infrastructure efficiently, strengthening domestic supply chains by fostering the deployment of advanced technologies and specialized materials, and continuously improving grid performance. By focusing on smart upgrades rather than costly, time-consuming new builds, the project aims to protect taxpayer dollars and safeguard ratepayers from excessive cost burdens while achieving immediate, tangible improvements in regional grid capacity and reliability.
