The U.S. Department of Energy’s (DOE) Office of Energy Dominance Financing (EDF) announced a monumental conditional loan commitment of up to $5 billion aimed at financing nuclear uprates and modernization across Constellation Energy’s extensive nuclear fleet located in Illinois, Maryland, and Pennsylvania. This sweeping initiative is designed to maximize the operational output of existing energy infrastructure, injecting nearly 1.1 gigawatts (GW) of additional clean, reliable electricity into the nation’s power grid. By upgrading these facilities, the modernization efforts will significantly strengthen grid stability and help lower electricity costs for millions of American families and businesses operating across the PJM Interconnection, L.L.C. (PJM) and Midcontinent Independent System Operator (MISO) regions.
The substantial financial commitment directly advances President Trump’s Executive Order, Reinvigorating the Nuclear Industrial Base, which specifically directs the Department of Energy to facilitate 5 gigawatts of power uprates from the nation’s existing fleet of commercial nuclear reactors. To implement this directive efficiently, the DOE launched the Utility Power Reactor Incremental Scaling Effort (UPRISE) in March 2026. Designed in accordance with the Executive Order, UPRISE serves as a strategic framework to accelerate the expansion of America’s nuclear capacity by squeezing maximum power generation potential out of operational reactors without the need to build entirely new facilities from scratch. With this latest conditional financing agreement for Constellation Energy, federal officials noted that an impressive 94% of President Trump’s overarching 5-GW uprate and restart goal has now been formally identified and set into motion.
U.S. Secretary of Energy Chris Wright emphasized the transformative impact of the federal financing initiative during the announcement, framing it as a crucial step toward ensuring long-term energy independence and affordability. "The Energy Department is accelerating President Trump’s American nuclear renaissance and unlocking the full potential of our nation’s nuclear fleet," said Secretary Wright. He further noted that "uprates that maximize power generation from our existing nuclear facilities are yet another example of the commonsense energy addition policies the Trump Administration is embracing—ensuring more affordable, reliable, and secure energy for American families and businesses."
The sweeping infrastructure improvements funded by the multi-billion-dollar loan are expected to generate enough incremental electricity to power more than 930,000 homes annually. Beyond the immediate generation gains, the investments will play a vital role in lowering overall utility costs and reinforcing grid reliability across Illinois, Maryland, Pennsylvania, and the broader PJM and MISO regional transmission markets. Furthermore, the capital infusion will serve as a major economic catalyst, supporting more than 10,000 project-related jobs across Constellation’s nuclear footprint while simultaneously delivering reliable, baseload power to regional consumers.
EDF Director Gregory A. Beard underscored the strategic importance of the financing mechanism in fulfilling national energy objectives. "EDF is delivering on President Trump and Secretary Wright’s commitment to unleash American nuclear power by financing projects that modernize and expand our nation’s existing nuclear plants," stated Beard. He added that "these investments will add more reliable baseload power to the grid, help lower electricity costs, strengthen our nation’s energy security, and fuel long-term American prosperity."
The modernization projects encompass a wide array of vital nuclear generating stations across multiple states. Constellation’s planned investments will target the Braidwood, Byron, Clinton, Dresden, LaSalle, and Quad Cities stations in Illinois, the Calvert Cliffs nuclear power plant in Maryland, and the Limerick generating station in Pennsylvania. By undertaking these sophisticated engineering uprates at existing sites, the initiatives will safely produce more electricity while maximizing the utility of America’s established energy infrastructure to meet surging demand. Notably, the conditional loan commitment from EDF also includes a flexible option to finance future uprate projects at additional facilities within Constellation’s portfolio as the energy landscape continues to evolve.
While the conditional loan commitment represents a major milestone and signals the Department of Energy’s clear intent to provide the necessary capital, the agreement remains subject to standard procedural safeguards. Before the Department can enter into definitive financing documents and disburse the funds, Constellation must successfully satisfy a comprehensive series of technical, legal, environmental, and financial conditions to ensure responsible stewardship of federal resources and strict adherence to regulatory standards.
