U.S. Department of Energy Announces $581 Million Investment to Boost Grid Reliability and Lower Electricity Costs Across Eight States

WASHINGTON — In a major push to modernize the nation’s energy infrastructure, the U.S. Department of Energy (DOE) today announced comprehensive plans to lower electricity costs and strengthen the resilience of the bulk power system by partnering with the Tennessee Valley Authority (TVA). The federal initiative will support a sweeping package of 84 transmission and distribution projects spanning eight states, bringing vital upgrades to regional energy delivery.

The ambitious undertaking is designed to add approximately 2.5 gigawatts of new grid capacity, a crucial expansion aimed at mitigating power outages and creating a far more resilient electrical network capable of withstanding extreme weather and rising demand. The total investment for the TVA award amounts to approximately $581 million. This robust financial commitment includes $250 million in federal funding complemented by about $331 million in applicant cost-share funding provided by local partners.

This large-scale infrastructure push is deployed as part of the Resilience Amplified: Multi-Market Grid Interconnection Initiative, a key funding award administered under the broader Grid Resilience and Innovation Partnerships (GRIP) project. By injecting capital into these critical transmission corridors, the investments will help guarantee that 2.58 million families and businesses across the service area retain dependable access to the affordable, reliable, and secure power they require to thrive. Furthermore, the construction, engineering, and implementation phases of the project are estimated to support approximately 800 direct and indirect jobs in the region.

Federal leadership emphasized that modernizing the electrical grid is an essential prerequisite for economic expansion and national competitiveness.

"Since day one, President Trump has recognized that years of misguided energy policies under the previous administration left our bulk power system less robust than it should be," said U.S. Deputy Secretary of Energy James P. Danly. "America is blessed with an abundance of natural resources and some of the most advanced technology in the world, but we must have the generation and transmission infrastructure necessary to support our rapidly growing economy and its electricity needs. These investments with TVA will help reduce congestion, improve efficiency, and make better use of our existing transmission system to lower costs for ratepayers while delivering affordable, reliable, and secure energy essential to American prosperity."

The sentiment was echoed by officials overseeing the technical implementation of the nation’s electrical systems, who pointed to the risks that outdated infrastructure poses to commercial and residential consumers alike.

"America’s electric grid cannot become a roadblock to economic growth," said Office of Electricity Assistant Secretary Katie Jereza. "By bringing TVA and local utilities together, we’re helping reduce costly outages and deliver more power where it’s needed. That means fewer disruptions for families, more opportunities for businesses, and a stronger foundation for American jobs."

This latest financial award naturally builds upon an earlier strategic selection by the Department of Energy, which previously tapped TVA for the Speed to Power through Accelerated Reconductoring and other Key Advanced Transmission Technology Upgrades program, widely known as the SPARK program. When evaluated together, the combined GRIP and SPARK projects dedicated to the TVA region represent a massive financial commitment of nearly $741 million in planned grid investments. This combined total includes approximately $329.8 million in direct federal support and is projected to cumulatively add more than 4,300 megawatts of additional grid capacity to the system.

Under the specific framework of the SPARK initiative, the Tennessee Valley Authority plans to upgrade roughly 125 miles of existing transmission lines stretching across Tennessee, Alabama, and North Carolina. This specific facet of the modernization campaign relies heavily on advanced conductors and cutting-edge grid-management technology, which allow existing rights-of-way to carry significantly more electrical current without the need to build entirely new power line routes from scratch. The $159.7 million SPARK project is expected to add approximately 1,900 megawatts of transmission capacity alone while substantially reducing transmission congestion that often drives up costs for utility customers.

Despite the announcement of these substantial federal awards and state-level cooperative agreements, the Department of Energy noted that several administrative and regulatory steps remain before shovels hit the ground. Final federal funding allocations, detailed project scopes, operational schedules, and other mandatory award conditions remain subject to the formal execution of definitive DOE agreements. In addition, all participating projects must successfully navigate applicable environmental reviews, local permitting processes, regulatory evaluations, and necessary consultations with Tribal nations to ensure compliance with federal standards.
